As air traffic systems become increasingly complex, ATC
organizations must deal with related challenges and enhance their
infrastructure interoperability with network solutions for the safety of civil
air traffic.

The General Directorate of the State Airports Authority —
Devlet Hava Meydanları İşletmesi Genel Müdürlüğü in the original Turkish,
shortened to DHMI — is the Turkish government authority responsible for the
safety of air navigation within civil airspace. As such, DHMI oversees aviation,
providing Air Traffic Control (ATC) services in and around airports, in airport
terminals, and in general airspace, preventing collisions and maintaining an
orderly flow.

Managing the Safe Flow in Turkish Airspace

DHMI's daily efforts help keep aircraft moving safely
through the nation's skies. That's a huge task, given that İstanbul Grand
Airport (IGA) — the busiest in Europe in 2021 — and Antalya Airport have both
enjoyed increasing volumes of international traffic. To handle this growth, DHMI
began searching for a sophisticated new ATC solution, specifically one built on
a foundation of cutting-edge technology.

ATC technologies require consistent and reliable network
performance, without service interruptions. That means that network infrastructure
is crucial to enhancing the efficiency of air services as well as supporting
future air traffic growth. Put simply, DHMI wanted to be able to share and
receive large quantities of data, to ensure situational awareness and safeguard
its airspace.

DHMI's legacy network was deployed way back in early 2010
and the equipment was starting to show the strain, proving unable to adapt to
changing needs. Indeed, many of the technologies had already reached End of
Life (EOL), so DHMI was looking to seamlessly migrate to a new network
environment.

A Network Solution Designed for the Challenges of Modern Air
Traffic Management

DHMI began working with Huawei and its Turkish partner,
systems integrator and Information Technology (IT) solutions developer, Innova
IT Solutions, to carry out this transformation. Ahmet Gürkan Odabaşı, the Head
of DHMI's IT Department said, "Our international organization, which has
provincial organizations such as airports and airfields throughout the country,
and air navigation systems such as radar, VHF Omnidirectional Range (VOR),
Distance Measuring Equipment (DME), and Non-Directional Beacon (NDB), has been
serving public institutions and organizations, in particular since the end of
2020. We wanted to strengthen measures against network risks. We started to
work with Innova to meet such needs, in order to protect the reputation of our
institution and our state, as well as to prevent interruptions to services. In
addition to strengthening network infrastructure visibility and management
capabilities, we aimed to increase security and performance expectations with a
scalable and layered architecture."

A team of 11 experts from Innova and DHMI opted to implement
a backbone switch system, network edge switch system, and firewall in 20
different locations. Two core switches in DHMI's Ankara headquarters were
replaced with just one CloudEngine S-series switch, slashing 50% off required
network equipment space. CloudEngine S-series switches enable wired and
wireless convergence, full-stack openness, and smooth upgrades at the core
layer of high-end campus networks. Twenty airports around Turkey also received
CloudEngine S-series switches. These access switches provide 12–48 flexible
all-GE downlink ports and four fixed GE or 10 GE uplink ports.

Built on next generation, high-performance hardware and
powered by Huawei's Versatile Routing Platform (VRP), the switches feature
flexible Ethernet networking, diversified security control, and support for
multiple Layer 3 routing protocols, providing higher performance and more
powerful service processing capabilities for networks. These edge switches
carry Virtual Private Network (VPN), intranet, email, SAP High-performance
Analytic Appliance (HANA), and Enterprise Resource Planning (ERP) applications.
Overall, the new solution cuts power consumption by 50%, reducing carbon
emissions and Operational Expenditure (OPEX).

"In addition to minimizing network risks in order to
avoid service interruptions or vulnerabilities — taking necessary precautions
at the infrastructure level and updating old systems that had expired — we have
accomplished a successful project with Innova and Huawei in the supply of new
generation security systems," Odabaşı said. "As a result, necessary
security systems have been installed on our system to prevent malicious code,
which could have a devastating effect on DHMI's critical infrastructures such
as Supervisory Control and Data Acquisition (SCADA), automation, and air
traffic control systems. We have also protected user information assets and
prevented attacks through security vulnerabilities, malicious files, and
Operating System (OS) vulnerabilities. In such ways way, the General
Directorate of DHMI will be able to carry out its duties in the operation of
Turkish airports and in the regulation and control of air traffic in a
faultless and complete manner."

DHMI's new, high bandwidth network, which went live in 2021,
provides ultra-stable connections, guaranteeing smooth operations for
tomorrow's bandwidth-hungry ATC applications. Ali Emre Yorgancıoğlu, Public
Sales Director for Innova, said: "With the use of Huawei's new generation
of Autonomous driving network solution in the project, the backbone of all DHMI
enterprises has been updated, implementing remote management capabilities. New
network, and backup systems have been brought online and we have modernized
network systems in approximately 20 different locations." The solution has
allowed DHMI's headquarters and regional airports to share high volumes of
data, in near real time. In addition, the Huawei network solution matches the
overall industry's wider business and environmental needs and trends. As such,
it will help enhance the reliability and efficiency of Turkey's air traffic
services in the future.

Providing safe and efficient air traffic services remains
the most critical mission for any ATC. In this regard, of course, DHMI is no
exception. Proving itself to be a trusted partner for the aviation industry

Students in the dormitories of Higher
Education Credit and Dormitories gained fast, secure, and free internet access
with the project implemented by Innova. The project realized with Cisco
Wireless solutions was the largest wireless network project covering 81
provinces in terms of the setup time and the number of access points that have
been realized in Turkey.

Initiated to support education in Turkey,
Turk Telekom - Credit and Dormitories Institution Wi-Fi project provided free
secure and fast wireless internet to 310 thousand students. Then-Prime Minister
Recep Tayyip Erdoğan led the opening ceremony in June 2013. Wireless network
service is used in 1240 dormitory buildings in Turkey's 81 provinces.

The project, launched in February 2013,
reached a total of 1240 dormitory buildings of 347 KYK dormitories, where 310
thousand students from all over the country received service in less than three
months. The project continued for newly opened or renewed buildings of the
Credit and Dormitories and provided wireless internet access services to nearly
500 thousand students in nearly 600 dormitories by the end of 2016.

The project, using high-quality
internationally recognized products of Cisco, minimized future failures and
problems while at the same time establishing a long-lasting and sustainable
network infrastructure.

With the established infrastructure,
hundreds of thousands of students staying in the dormitories could access the internet
safely. Cisco's network optimization solutions supported the installation
conducted by the Innova teams, and a highly optimized system for each dormitory
was created. The automatic optimization support and accelerator effects of the
products provided the students with more efficient internet access.

The process of
wireless network access and registration for the students was managed through
the Cisco Intelligence Services Gateway (ISG). This solution was also controlled
by the ASR-1000 series routers, which prove the expertise of Cisco in network
technologies. ASR-1000 series type equipment enables continuous improvement
without interruptions during the upgrade, so hundreds of thousands of students
may benefit from the central network's wireless access and seamless use.

With Kiosk Innova's Electronic Ticketing
Kiosks, Bursa's municipality-affiliated transportation company BURULAŞ
shortened passenger waiting times by half.

Bursa is Turkey's fourth most populated
city and was ranked as its most liveable and the 37th most liveable city in the
world in 2016. Burulas A.S is the transport company of the Bursa Municipal
Authority and has become a trusted brand in inner public transport systems.

Burulas runs the city's metro, trams, city
buses, intercity sea buses, bus terminals, travel and car rental agencies,
seaplanes, and helicopter taxi operations. It is the only company in Turkey
that manages and operates such varied modes of transport. When it needed a
kiosk solution to speed up the time needed to top up credit and reduce
operational costs, it turned to Innova for the perfect solution.

Burulas's Information Systems Manager,
Alper Güvercin, explained that until July 2015, its electronic ticketing
systems were operated by a subcontractor. However, when the contract came to an
end, it decided to run this operation in-house. Güvercin said 120 million
people used Bursa's light railway system, and 180 million passengers traveled
on the buses in 2015, requiring a shift in focus towards automation systems. "Considering
the volume of people who use the ticket boots to upload credit and buy tickets,
we are talking about a serious number of passengers, which means that uploading
services must operate very quickly. We need to ensure passengers can reach
their destinations as quickly as possible. We try to operate as often as
possible, and it is also important that our passengers are not kept waiting to
upload credit or buy tickets."

The desire to improve customer ticketing
underpinned the search for a solution that would reduce passenger waiting times
while also reducing operational costs. Güvercin explained that the process
began by studying examples of systems used by other cities and preparing a
product description that exceeded their standards and accorded with the
regulations set out by the Turkish Public Procurement Authority. Burulas's
experience and sensitive approach to public contracts helped to produce a high-quality
project specification: "We aimed to work with a company that could provide
the features identified in this detailed study in the most cost-efficient way
possible, and with utmost professionality. We were concerned about whether
vendors would choose to take part in the tender due to the extreme time
constraints and demand for standards so far above the norm. But then we met
Innova."

"We got a product above our
specification"

The project began on 16 July 2015, and the
kiosks went online on 15 January 2016. Güvercin makes clear that despite only
having six months for the project, the systems were ready for the targeted
launch date: "Innova gave us the product we described in our technical
contract in full. Our contract demanded a very ambitious delivery time. Innova was
able to finish the project despite the acute conditions and delivered a service
that was even better than the one described in our agreement. We want to thank
Innova for helping us to realize the plan so effectively."

Saving on the workforce, time, and
energy

Pointing to the traditional staffed ticket
booths, Güvercin stated that "The process of taking the passenger's card,
putting it on the reader, accepting cash and returning change could take a long
time as it was largely dependent on human resources. But with kiosks, we are
now able to provide this service much more quickly. Our main goal was to
shorten the time spent on transactions to give our passengers a better service.
They would spend up to 40 seconds at the booths before, this been reduced to around
10 to 15 seconds." He also added, "Passengers had to queue to check
their balances, but this can be done in a couple of seconds with the kiosks. We
need to get passengers moving without them having to wait. In addition, in
terms of operational costs, the savings are significant when you consider
workforce, time, and energy reductions. So we save our passengers their most
important asset—time—, and we also reduce our operational costs."

"We requested the highest level of
security"

Güvercin also emphasized the importance of managing
the security of outdoor kiosks remotely and said that Burulas insisted on a solution
with the highest possible security standards. He added, "We have included
wave vibration and proximity sensors to detect and warn us when the kiosks are
opened, and it is possible to control and monitor everything by using our
central security software. It is now possible to record detailed information
about incidents of interference."

Güvercin stated that Burulas is now making
plans to activate a range of new features, made possible by the initial
specifications were designed to be ready for the future. The kiosks were
designed to accept all types of payments and bring flexibility for expansions: "The
multifunctional and modular structure of our product is one of its standout
features. For instance, the kiosks currently include at least two card and
ticket sales modules, but we predefined a system to increase this to four. Currently,
our basic kiosks give change with coins, not with banknotes, but if there is
demand for this to change, then the modular structure would make it possible to
offer this functionality."

Regarding even
more advanced uses, Güvercin said, "There is a camera on the kiosks
because it is important to provide customized card services continuously and
uninterruptedly to our passengers. We maintained offices to handle this,
employing considerable numbers of staff members for a long time. Now all the
kiosks include the hardware to print our customized cards. The kiosks will
first take a photo and the national ID number of the passenger and then connect
to the database of relevant institutions to run necessary searches. If the
checks approve a passenger's right to a customized card, the kiosk will create
the card instantly. These features are not yet active, but our goal is to make
them available as soon as possible."

Khalifa.

deck is a major tourist attraction. Before the top-of-the-line solutions

disaffection for tourists. Even tourists who’d purchased their tickets online
would have to wait in these queues to print their already bought tickets.

credit card readers, ticket purchasing, reservation, and printing transactions
can now be carried out over self-service kiosks in a much more expedited
