The European Commission has unveiled the EU Cyber Solidarity Act proposal, a comprehensive plan worth €1.1 billion to bolster cybersecurity capabilities across European Union (EU) member states. The objective is to establish a "European cybersecurity shield" to enhance Europe's resilience and responsiveness against cyber threats.

According to the commission's press release, the Cyber Solidarity Act will enable the EU to develop and deploy capabilities that enhance Europe's ability to tackle cyber threats effectively. One key aspect of the proposal involves the establishment of national and cross-border Security Operation Centers (SOCs) throughout the continent. These SOCs will assist member states in detecting and responding to cyberattacks promptly and facilitate sharing incident warnings among EU nations.

The proposal comes at a time when EU nations face escalating cyber threats in the backdrop of the ongoing Russia-Ukraine conflict. The announcement underscores the recognition that cyber threats have evolved into a pressing international security concern affecting both public and private sectors across EU countries.

Thierry Breton, the European Commissioner for Internal Market, emphasized the significance of the Cyber Solidarity Act, stating that it represents the introduction of a European cyber shield. The act aims to make substantial and urgent investments in cybersecurity capabilities to detect, respond to, and recover from large-scale cybersecurity threats. It is seen as a critical milestone in Europe's journey toward achieving this objective, prioritizing strengthening cybersecurity across the EU.

Despite the positive reception of the Cyber Solidarity Act, there are calls from security experts for the European Union (EU) to take an additional step by establishing a standard for defining cyber risks. Experts urge policymakers to consider including cyber-risk ratings as a designated service among the trusted cybersecurity providers certified by an EU label.

While it remains uncertain whether the proposed regulation will receive support from the European Parliament and Council in the future, the introduction of the Cyber Solidarity Act emphasizes that cyber-resilience is a crucial objective not only for the private sector but also for international regulators. The act reflects the recognition that addressing cyber threats is a shared responsibility that requires coordinated efforts from both public and private entities to ensure a safer digital environment.
