ÖSYM Payment System


With payment infrastructure provided by Innova, ÖSYM accepts 300 thousand applications from 6 thousand different points in the same day

 

The Student Selection and Placement Center (ÖSYM), which was established in 1974, launched a new service in 2006 with a new technology infrastructure that allows Candidate Registration procedures to be made over the internet. However, the examination fees of the students were still collected by the old methods. The offline connection between the banks and ÖSYM was slowing down the fast registration process, and problems occurred during registrations due to some manual operations. ÖSYM started to seek a way to shorten the application process in order to provide a better quality service to the applicants and to minimize the time loss in the busy schedule. Turkey’s leading technology company Innova was awarded the public procurement tender for online payment system.

 

Within the scope of the implementation of Innova payment system applications, four banks with the most wide network in Turkey were selected in the first stage of the project. It was ensured that the data coming from different banks were standardized in a way that ÖSYM could process without delay. With mutual certification between the banks and ÖSYM, the payments were ensured to be realized without any problems. All necessary work in order to add a new bank to the system was performed and the infrastructure of the identification process was prepared.

With this project that was implemented within a very short period of time, it was possible for candidates to complete their registration within the same day by paying their registration fees.

ÖSYM Payment System

300 thousand applications in one day

Approximately 2 million people apply to ÖSYM every year to enter the university exam. By the end of the registration period, the number of applications increases considerably. With payment infrastructure provided by Innova, ÖSYM can accept 300 thousand applications from 6 thousand different points in the same day.

 

Founded in 1974, the Student Selection and Placement Center is an institution affiliated with the Higher Education Council that makes the necessary preparations to enable applicant university candidates to enter examinations for higher education programs in Turkey and Northern Cyprus, conducts the examinations and evaluates the examination results, enables student placement to higher education institutions and conducts other activities and research related to these matters.

 

Student Selection Examination is conducted each year for about 2 million candidates in all provinces and in some districts in more than 150 centers all over Turkey and TRNC's capital Nicosia, in approximately 5 thousand buildings and 81 thousand examination halls. About 250 thousand people work on the day of the exam. ÖSYM, responsible for this huge organization that determines the fate of millions of young people, works extensively during the year and ensures that university candidates are placed in higher education institutions in the most correct way.

 

In 2006, ÖSYM launched a new service and implemented the technology infrastructure that allows Candidate Registration processes to be made via Internet. This way, candidates would be able to check their registration information online and update some of their information. However, in addition to this innovation, the students' examination fees were still collected with old methods. The offline connection between the banks and the OSYM was slowing down the fats registration process, and problems occurred during registrations due to some manual operations.

Explaining that the project was completed successfully in a limited time, Tütüncü attributed this success to the correct analysis of the work: “When we started the project with Innova, we started to work with a team very experienced in banking systems, online infrastructures and collection systems for analysis. During the analysis process, both we and the Innova consultants worked meticulously. As a result of this work, we have achieved what we wanted. After the project was completed, we did not need to make any revision requests.”

In 2007 and 2008, after the commissioning of the project, ÖSYM completed the applications of approximately 4.5 million candidates using these systems. In the last days of the registration period, there is a heavy traffic in the system. In this period, the number of applications in one day approaches 300 thousand. Mustafa Tütüncü stated that before this project, the registration applications made in one day in offline systems (up to 300 thousand) could be matched to the payment information in 2 days the earliest, so each student registration took minimum 3 days. He also underlined that with investment in this project, ÖSYM greatly benefited and the margin of error is close to zero.

 

Flexible infrastructure

When it was first established, the online payment system developed for ÖSYM was formed according to the existing database management system of the institution. However, the existing conditions changed in 2008 and ÖSYM decided to switch to another database technology. Tütüncü explained that with this database change, the existing infrastructure of Innova can be easily integrated into the new technology and that this proves that the technology used during this change was flexible.

 

In the future, ÖSYM plans to increase its service quality by making the necessary agreements with other banks other than the banks with wide branch network with which they work with right now.
